.,.;:
.
 Pl1BL/C N/O/K5
 -
`:
Dec.9. 1998
Howie Bargreen,General Manager
Bargreen Coffee Co.
2821 Rucker Ave.
Everen. Wa. 98201
Subj.: Reservoir#4 Leakage
Dear Mr. Bargrcen:
In October, we met in the field because you are concerned that reservoir#d has leakage that contributes
to slope stability problems on your propem. You suggested to me that the City should install a liner at
rcservoir#4 so that leakage you assumed was occurring would stop. Aker reviewing the filcs, 1 cannot
recommend the course you have requested because no facts warrant it.
Since our site visit, I have reviewed reservoir no.4 "as-built"drawings,a topographic map and rcscrvoir
leakage records for the underdrain system. Reservoir#d was constnicted in 1953 with an underdrain
system which drains to a pipe that is tightlined to the bay.The underdrain system functions properly,
therefore, I believe reservoir no.4 has no bearing on the slope stability problems you are experiencing.
Even though there is no indication that reservoir leakage eceeds thc capacity of the underdrain system. I
analyzed what route any possible leakage that exceeded the underdrain system would take, ifoccurring.
Any leaked water from reservoir no. 4 that erceeded the capacity of the underdrain system would
erterge as springs uphill of your property. Any such waters would enter two surface drainage channels,
une bypasses your property entircly and the other crosses one corner of your property.Neither route
should have any aderse efTects o.i slope stabiliry problems on your property.
If you ould like to Aiscuss this further, please feel free to call me at (d25)257-8R55.
S' rely,
'1 /'clC
Dan hlathias.
