The main houbling factor is(and hes always been)the occupanq type. During our meeNng of
May 27 we discussed the issue and at that Hme the logical condusbn was to allow the B Occupancy
classification to remain. Duing the plan revbw, I talked about this project with the Building Offidal, Tim
Tyler, aa to the dibmma. We both teel that k would be more appropriata to classify the uppertnost fbor as '
R should have been done the last Nne it was in for pertnit in 1982 -and call it a"Nonconforming, Existing 1-
7.2."
I have been doing this review under that assumption and have found no changes(yet)that would have to
be made at this Hme based on thia revised classificaHon.
These are the issues that I can find so far—
1. A 4-hour occupancy separation is required between I and S-3 Occupanciea of Table 3-B,
2. A ramp from the second Noor to grade is required by Section 1007.57(regadless of an I
elevator it appears)—I haven't quite figured that one out yet,
3. I 1-2 Occupancies of nonsprinklered V 7-Hr construction are limited to the first story per
Table 5-B,
4. The building is of mixed construction types—not pertnitted per Section 607.1 and out of
compliance per 601.2
5. Corridors are required to be a minimum of 6'clear where serving operaHng areas—there
is an existing column in one corridor currenty.
These issues do not have easy fixes and are the result of previou, decisions—of which we have no record
of. I propose then that we revise Me occupancy classification and allow Me above listed discrepancies ta
take on a nonconfortning status. In the future, if there are revisions to the building that would effect any of
the above discrepancies, we would address them on a case-by-case basis.
Curcently, I would ask that the altemate stair enclosure extension as shown on Detail 1/A2-7 should be
built.
I would also like to discuss the idea of bringing the building rtwre into conformance in the(near)future by
installing fire alarm and sprinkler systems. i
Please send me back any thoughts,or call me at(425)257-8870 to discuss this letter.
Thanks, Tony
i
-----Orfginal Message-----
From: Matthew Gregory[mailto:Matthew@AWerks.cum]
Sent: Wednesciay,]uly 11, 2001 2:29 PM
To: 'tlee@ci.everett.wa.us'
SubJect: RM: Everett Surgiwl Center, 3025 Rucker Avenue, Plan Check # BOl 06-034 I
See below.
