/ PUBLlC SERY/CE5 OEPARTA/ENT
Inspection Observations al 3408 Rucker Ave 12/7/09
At the request of the Violations Hearings Examiner an inspection was performed at this location by
members of the City o( Everett Buildir.o Division and the City of Everett Planning Division.
The purpose of the Inspection was to determine the status of the building (or compliance with the
minimum standards per Title 16 and title 19 of the Everett Municipal Code.
This buiiding is currently being used as a duplex and is in violation of provisions within Ti[le 16 and 19 of
the EMC as the building is approved for single family dwelling occupancy only. To bring the building into
compliance with the minimum standards [he (ollowing list has been prepared.
1. The installation of a one hour fire rated door must be installed between the two units at the
party wall liere a non rated door currently exists or the opening can be fremed in and 5/8"
type x gypsum wallboard applied to each side of the framed in opening.
2. A one hour fire ratecl barrier must be installed beb.aeen the units above and in line with the
dividing party wall. This would entail the creation of a iramed wall structure at this point
covered with an application of one layer of 5/8" [hick type x gypsum wallboard attached to each
side of this framed structure and would extend from the common wall below to the sheathing of
the roof above.
3. Smoke alarms must be instailed in each bedroom and on each floor level outside of the
bedroom areas. These smoke alarms must be "hardwired" ro the buildings electrical system and
be provided with a battery backup system.
4. Electricai receptacles on the ungrounded system shall be corrected ro comply with the 2008
Edition of the National Electrical Code section 406.3.d.
5. The Iaundry washing machine in "unit A" requires tLe installation o( a"P Vap" on the drein line.
6. The basement area lacks the required headroom to be used for occupied space. The owner has
agreed that this is the intended and current use of this area.
7. The Planning department has separate site requirements which must be resolved per attadied
letter.
8. An additional solution would be to retum the building to single family use only. hi this option no
corrections to the building are necessary.
9. Pemiits and Inspection approvals are required for these corrections. A limited time frame
should be implemented to require the building be brought into compliance.
/- - ,` . ,
Ted eudden
Chief Inspector
CITY OF EVERETT • 3200 Cedar Street • Everett, WA 98201 •(425) 257-8800 • Fax (425) 257-8856
