HOUSING CODE INSPECTION REPORT <br />FROM: MARIAN DENT, HOUSING INSPECTOR, CITY OF EVERETT <br />DATE: JANUARY 28, 1994 <br />SUBJ: 3916 RUCKER AVE <br />I received a complaint from an tenant named Art Delisle on Sept. S, 1993. He was <br />concerned about three individual families living in one building (triplex) and all using <br />one electrical service for the entire house. Mr. Delisle indicated that he did not have <br />access to the electrical service at all dmes. I was not in the office when his call was <br />received but I attempted to retum his call several times over the next two weeks and <br />was wiable to reach h�m. I was hoping that he would call me back but never did. <br />On January 28, 1994 I received a complaint from thc tenants living in unit "B" at this <br />address. Their complaint was in regazds to the electrical service as well as other <br />problems with ;he unit. They said that they were in the process of moving out. It <br />sounded prett,y bad so an inspection was scheduled for 10:00 AM today. I asked thc <br />tenant if she knew Mr. Delisle and she said he had movecl out and someone else was <br />living in that unit (unit "A"). <br />Upon arriving at the building on the alley side, I noted three garage doors and a walk <br />in door next to them. The walk in door had a view port in it. As I turned to walk <br />down the steps on the other north side of the building, someone came around that <br />comer. I asked if that was an apartment unit the individual said yes. I soon found out <br />that she was the tenant from unit "B" who had requested an inspecnon of her unit. <br />She indicated that the exterior porch light fixture did not work and it was very dazk in <br />that area azound the steps down mto her apartment without the light at night. <br />Upon entering her unit, I was standing on a stair landing which was approximately 32 <br />in:hes off the floor directly in front of ine with four steps to the left of the door down <br />to the main floor. There was no guard rail or hand rail on this construction. �` <br />As I stood there, I asked if they w� <br />smell mold, and she said that there <br />having vouble controlling the mold. <br />ceiling. <br />re having any probiems with moiswre, I cou.d ` <br />was allot of mo�sture in the unit and theo were <br />She then showed me the mold on the wall :t the <br />The electrical service breaker box was located on the wall just a couple of feet from the <br />bottom of the stairway. I opened the cover on the breaker box and Mr. Sprague, in a <br />very excited voice sa�d, "Don't do that! I was shocked by opening that door and it <br />threw me several feet across the room. Obviously, the service is not grounded. Next <br />to the breaker box were several electrical wires exposed through holes in the wall and <br />capped off with wire nuts. <br />
