The purpose of this letter is to summarize our staff findings. Historically, existing street and alley improvements were funded by the oriqinal plat developer and/or the abuttinq property owners. Zf funded by the property owners, the funding source has typically been the formation of a Local Improvement District (LID). The rational for this method of constructing improvements has been to ensure that the benefitted property owners were the fundinq source. I have included a brochure summarizing the City's LID process for your reference. We stand ready to discuss this method of construction funding at your convenience if you so desire. As you are aware, there is a substantial difference in topography between the northern end of the existing alley and 45th street. Extension of the alley will require siqnificant grading and construction of structural retaining walls. We would also anticipate that the elevation of the existing alley surface would need to be lowered to provide a grad�al transition to 45th street. If you feel the.re is neighborhood support to fund the construction of the alley, we could provide a cost estimate for the project.
