The purpose of this letter is to summarize our <br />staff findings. <br />Historically, existing street and alley improvements <br />were funded by the oriqinal plat developer and/or the <br />abuttinq property owners. Zf funded by the property owners, <br />the funding source has typically been the formation of a <br />Local Improvement District (LID). The rational for this <br />method of constructing improvements has been to ensure that <br />the benefitted property owners were the fundinq source. I <br />have included a brochure summarizing the City's LID process <br />for your reference. We stand ready to discuss this method <br />of construction funding at your convenience if you so <br />desire. <br />As you are aware, there is a substantial difference in <br />topography between the northern end of the existing alley <br />and 45th street. Extension of the alley will require <br />siqnificant grading and construction of structural retaining <br />walls. We would also anticipate that the elevation of the <br />existing alley surface would need to be lowered to provide a <br />grad�al transition to 45th street. If you feel the.re is <br />neighborhood support to fund the construction of the alley, <br />we could provide a cost estimate for the project. <br />I hope the above information will help clarify your <br />questions concerninq this issue.
