8. Further, the Applicant contended that the 17 feet is the minimum height of the <br />proposed garage needed to pa�ic the RV. To accommodate the RV, a 12 foot high <br />door is required, and the door dictates the increased height of the structure to 17 feet. <br />(Graff testimony) <br />9. According to property owners whose properties front Delaware Avenue, the <br />construction of the proposed garage would impact their views of the Cascade <br />Mountains from the rear of their residences. (Elliott testimony 8 VanWyngerden <br />testimony) <br />10. All setbacks of the proposed garage would be satisfied. (exhibit 1, Ingalsbr, testimony) <br />11. The Applicant submitted that other properties in the area have garages that exceed 15 <br />feet in height. According to the Applicant, an adjoining property has a garage that is <br />21 feet in height. The argument was made that this establishes a precedent for the <br />character of the neighborhood. (Matter testimony) <br />12. Property owners in the neighborhood objected to the height of the proposed garage. <br />Testimony was submitted that views of the sunrise and of the Cascade Mountains <br />would be impacted by the proposal. (June VanWyngarden testimony) <br />13. Pictures were submitted by Ms. VanWyngarden that depicted a garage of 12 feet in <br />height across the alley impacting her view. (VanWyngarden testimony, exhibit 6) <br />14. Other property owners indicated no real concem with the height of the proposed <br />garage but testified that trePs in the area also block views. (Harbour testimony, <br />0'Brien testimony) <br />15. A property owner immediately across the alley (Elliott) testified that he lives in a two- <br />story structure that fronts Delaware Avenue but with the back portion of the property <br />(east) having views of Mount Pilchuck and the Cascade Mountains. He contended <br />that the proposed garage would detract from his view of Mount Pilchuck, as well as the <br />Cascade Mountains. He provided photographs (exhibit 7) depicting where the <br />proposed garage would be locate� and how it would impact his views. (Elliott <br />tesfimony, exhibit 7) <br />16. The City submitted that while the proposed garage may cause some view obstruction <br />of the Cascade Mountains, the amount of obstruction is unknown. Also, the City <br />contended that the aesthetic impact of the proposed garage would be reduced with <br />siding and roofing materials being similar to the ApplicanYs dwelling. The only design <br />that would allow such amenities would result in the 17 foot in height garage. The City <br />also contended that the proposed garage would have a minimal impact on the <br />neighbofiood character since it is not visible from the street. Based on these <br />statements, the City determined that the 17 foot high detached garage, as shown on <br />the site plan, should be allowed subject to conditions.
