The order enumerates certain plumbtng <br />deficiencies wliich causes the house to be substandard and requires that certain <br />plumbing deficiencies be corrected heCore the house may be occupied. The e[€ect <br />o[ the order is ttiat the plumbing de[iciencies are suCficicntly hazardous that <br />the house should not be occupied. <br />Mry. Thomas Webb, 1515 32nd Street, Anacortes, \6�ashingt.on, 98221, the owner <br />o[ the residence contacted me today. She asked that I revol:e the order. Shc said <br />lhat she and hcr huaband lived in the house 15 years with thc plumbing a3 it now <br />extsts and it was not hazardous. Rlrs. Webb m�ved from the house in January, 1970, <br />dnd reate3 it thereafter. She tirst rented lo Chris �Vitt who moved out in October or <br />IvTovember oP 1970. A landlord-tenant contlict arose ove* rhe damage deposit. PAr. <br />Erickson. then City Building Inspector, was called out by the tenant's fatlter <br />wlio pointed out the plumbing deficiencies to Nr. Prickson. n4r. �rickson agreed <br />that the plumbing was incorrect and ordered the Water Department to shut otf the water <br />Dcan Pittman substantiated A1r. rrickson's findiogs. T4r». Webb objected to <br />this preemptory procedure of shutting of[ the water, and, on llecember 10, 1970. <br />Mrs. Webb was in[ormed that tlie water service had been turned back on. Thereafter, <br />the plumbing deCicienciea were brought to the attention o[ the housing inspection <br />dividton and NSr. Royce issued the May 27th, 1971 order wiiich is still in efFect. <br />As Mrs. Webb cannot rent the house, she wiahes to seil it. She claims that the <br />order de�reciates the value. <br />Mrs. Webb objects to the City's power to order the house not to Ue occupied. 1 <br />informed her ihat the housing inspector's decision is appealahle to lhe Iiousing Code <br />Board of Appeal.s. It ahe desires an appeai of the decision at any time. she may <br />submit a written request and we K•ffl set a date [or a hearing. <br />She asked who T reported to.
