WASNINGTON <br />POWDER MILL GULCH AT FREUDENBER8 <br />PROPERTY <br />Attached is a copy of a Citizen Question form with the background information. <br />�j <br />Viewing the site, I was left with the impression that Mr. Freudenberg is the major <br />cause of his problem in that he has built progressively closer to the edge of the <br />ravine on unstable soils. IIe has also added a second story to his house, increasing <br />the weight on this bank and he has built several concrete bulkheads on the clay (not <br />down to any solid foundation) which have also added weight to the bank, further <br />accelerating the sloughing. <br />He is talking of suing someone, probably Boeing and/or the City. Discussion with <br />Hugh, Lloyd, Herb, and Mary gave rise to the suggestion to alert you':to the pro- <br />blem and seek your suggestions prior to responding to the property owner.
