a. Findinas: The applicant ha , stated that the <br /> variance is necessary because of the size, <br /> shape and location of the usable space on the <br /> lot. The sudden drop in grade at the front <br /> property line and short plat requirement �5 <br /> which requires th�tt all sewer service must <br /> gravity feed to the main in Seahurst Avenue <br /> disallows any plumbing on the lower level. <br /> b. concl +a;ons: Theie is an elevation drop of <br /> approximately 10 feet from the front to the <br /> rear of the pi-oposed building site:. The invert <br /> elevation of thc sewer main in S�ahurst Avenue <br /> is 275.5 feet. The average elevation of the <br /> proposed buildinq site is about 274 feet. <br /> Criterion No. 2: <br /> That the variance will not be materially detrimental to <br /> the property in the area of the subject property or to <br /> the City as a whole. <br /> a. Findin;s: The applicant has stated that the <br /> adjoininq lots have homes built to the same <br /> elevation as his proposed home. The difference <br /> is that he will have a basement foundation <br /> below that level. There is no view to impede <br /> and the ho�ae will be barely visible from the <br /> street. To the North, South and East, there <br /> are only tall trees. <br /> b. Conclueions: No written adverse comments have <br /> been received at this time. <br /> Criterion No. 3• <br /> That the variance will only grant the subject property <br /> the same general rights enjoyed by other property in <br /> the same area and zone as the subject property, <br /> a• F�pd�IIQ@: The applicant has stated that the <br /> variance will only allow him to build a home <br /> about the same size and elevatinn as others in <br /> the area. It will also allow him to have <br /> plumbinq on the sleeping and living levels <br /> which is consistent with other homes in the <br /> area. <br /> b. Conclusions: The majority of the homes in the <br /> area were constructeci under the old 2oning Code <br /> which allowed �or a building height of 35 feet. <br /> Criterion�, 4: <br /> That the variance is the minimum necessary to allow the <br /> subject property the general rights described in <br /> Criterion 3. <br />
