51TE DESCRIPTION <br /> On September 26, 2011 Wetland Resources, Inc. completed an investigation of the <br /> 0.55-acre property located at 4931 Seahurst Avenue in the City of Everett, Washington. <br /> The purpose of this site investigation was to evatuate jurisdictional wetlands and <br /> streams, on and in the vicinity of the subject site. This site is further located as a portion <br /> of Section 36, Township 29N, Range 4E, W.M. Land use in the area is comprised of <br /> residential devela�ment. 7his report was prepared by Louis Emenhiser who also <br /> conducted the fieid-work. Louis is a ceRified Professional Wetland Scientist with a <br /> Masters Degree in Soil Science and over ten years of prufessional experience. <br /> Access to this site is from the west via Seahurst Avenue. The entire site has an east <br /> aspect slope and contairs one single-family residence with a garage, associated lavon, <br /> and scattered trees extc�nding to the property boundaries. East of the subject site, <br /> Seahurst Glenhaven Creek and an associated Category II wetiand drain north towards <br /> Possession Sound. The area between the creek and the subject property contains an <br /> approximate forty-foot wide fringe of mostly native vegetation with patches of Himalayan <br /> blackt�erry. A chain link fence demarcates the property line with the buffer area on the <br /> site comprised of maintained lawn. <br /> In tfie City of Everett, Category II wetlands with habitat scores of less than 19 receive <br /> 75-foot protective buffers. When the buffer of a Type Np stream is sparsely vegetated, <br /> un-vegetated, or is vegetated with invasive species, the standard bufier is 75 feet. <br /> PROJECT DESCRIPTION <br /> The applicani is proposing to remodel the existing house. As a part of this remodel, tha <br /> footprint cf the existing house will be expanded to the east. While this expa�s:on will <br /> increase the footprint of the house tow3rds the wetland and stream, all new <br /> deveiopment will occur at least 100 fee� away from the 75-foot welland buffer. As a <br /> result of the distance of the proposed �vork from critical areas, this project will maintain <br /> the existing level of functions and values provided bv this subject wetland, stream, and <br /> buffers. <br /> EMC 19.37.110(A{6}), requires that buffers that are not comprised of relatively intact <br /> native vegetation be enhanced to the required buffer width (in this instance 75 feet). On <br /> lhis site, a portion of the wetland and strearn buffer is comprised of maintaned lawn and <br /> is lacking in tree or shrub cover. However, ihis buffer is not proposed to be enhanced as <br /> this lawn is a legally constructed improvement that was �n existence prior to April 28, <br /> 2006 (lhe effective date o(this ordinatnce), and is therefore, exempt per EfvIC 19.37.050 <br /> Section 5(2). <br /> Becavse the buffer on the subject site will be maintained as iawn, the required critical <br /> area sign will be installed on the chain link fence that currently comprises the boundary, <br /> between the native vegetation and the lawn.
