The PuUlic 1Vorks Department should be granted <br /> an opportunity to present its recommendation on the variance , <br /> taki.ng into account new evidence relating to development plans <br /> and possibilities for Seahurst Avenue , and taking into <br /> account the City's role in creating the i21ega1 setUack. <br /> Z, The applicant and thc City should be granted the <br /> opportunity to present a settlement proposal whereby the <br /> variance could be granted subject to 10 teet of road riglit-of-ivay <br /> bcing convcrted into a sidewalk and utility easement. <br /> S .
