W�lNIHGTON <br /> •�301 <br /> Dear poug: <br /> This letter is intended to explain why we determined that a 16" water main was <br /> needed on Seaview Way extended from 20th Ave. W. in Everett. As you know, the <br /> 16" main Installed as a part of your project is the sole means of supplying the Fluke <br /> Co. property as well as, in the short run, the Washington Services and Kenilworth <br /> Hills property. Long-range plans for the area cali for bringing another supply into <br /> S. W. Everett from the East but the Fluke and Kenilworth projects, at least, will <br /> be built several years before this alternate supply can be constructed. For the Fluke <br /> site alone, the 16" main is necessary to obtain the requirad fire flow at the site under <br /> present conditions (on the order of 3U00 gpm) and, it appears that it is required to <br /> obtain adequate flows even after a second supply is brought into the area due to <br /> expected growth on the Fluke properties and others in the immediate vicinity. This <br /> " area on the high ground has fairly low static pressures so ailowabie head losses under <br /> fire demand conditions are small and it is likely that the Fire Marshal's requirements <br /> at the Fl�ke site would drop pressures below allowable minimums in the local area <br /> even with the existing 16" n�ain. We don't see this as a major problem at this point <br /> since most of the local area is Fluke property but it does clearly indicate a need <br /> for the 16" main to adequately _•erve the Fluke site. <br /> The City has indicated previously iliat it would not participate in the cost of the <br /> 16" main on 20th Ave. W. for the abave reasons. We have, however, indicated that <br /> it Is likely that we will require one of the North-South mains in the Kenilworth Hills <br /> plat to be oversized to accommodate demand in the area North of the plat.
