Major elements of the Plan include a Land Use <br /> Plan, an Annexatton Area/Sphere of Influence Land Use Concept, the Traffic and <br /> Circulation Plan, and a section of land use and developmen[ policies. The <br /> land use policies include a section related to the use of the natura.l <br /> environment. The Final EIS also contains a table summarizing population, <br /> employment, and travel grovth impacts which will be generated by <br /> implemenCation of the Southwest Everett Plan. As no[ed in [he attached <br /> detailed comments, impacts generated by the proposed John Fluke Master Plan <br /> fall •rithin the range of impacts projected in the S.W. Everett Plan and Final <br /> EIS for each element of the environment, and the proposed John Fluke Master <br /> Pian development is generally consistent with the policies cor.tained in the <br /> Southwest Everett Plan and Final EIS. The procedural requirements noted on <br /> the attachment will apply to all future phases of development (Phase III and <br /> I�) , and specific development reQuirements are noted for Phase II. <br /> The Final EIS fot the SouthvesC Everett Comprehensive Plan is available to <br /> read ac Che City of Everet[, City Hall, Planning Department, 3002 Wetmore <br /> Avenue, Everett, Washington. The document has also been circula[ed to the <br /> Everett Public Library and the main branch uf the Seattle Public Library. <br /> We have iden[ified and adopted the S.W. Everet[ Comprehensive elan Final EIS <br /> as being appropria[e ior this proposal after indeper.dent review.
