5) A berm was extended north to direct hydrology into a oell set to preserve existing
wetland vegetation and grades. This is located at the center of the project area,
in the vicinity of the old roadbed.
6) Three small, in-chainel pond ceils located just north of the overtlow area of the
leaky berm were not constructed in order to preserve the two rows of alder trees
found along the overflow channel bar ks. Also, since construction occurred in the
' wintertime, excavating these features would have had the undesirable effect of
causing unavoidable turbidity in the creek.
7) A contour shown as 524 on the final construction plans was mislabeled and should
have read 523. This contour is located east of the overtlow chennel, and runs
north from the old access road culvert to the preserved wetland boundary. It
was constructed at 523.
8) The A (Environmental Protection Area) width was reduced along the
northeastern bondary of the site. Extending south from the northeastern
property corner, a strip of the buffer 50 feet wide and 1,326 feet long was sold.
The area of this EPA width reduction is 1.52 acres. The sae of this 50-foot strip
of land was a requirement of the Sabey Corporation for their agreement to sell
Snohomish County 6.932 acres of wetland, buffer and EPA in the southeast corner
of the Narbeck Wetland Sanctuary. By assuring the purchase of this parcel nom
the Sabey Corporation, Snohomish County Airport can deliver Narbeck Swamp and I
its surrounding buffers as a total, interactEg ecosystem. A second advantage
was to allow the connection of the 1.5 mile perimeter walking and jogging path in
the southeast corner, through buffer sections 11, 12 and 13. Please refer to
Appendix F for a depiction of the adjusted EPA.
None of the native plants originally designed for installation in the 1.52 acres of
EPA sold to Sabey were canceled. Thus, approximately 250 trees and 100 shrubs
were installed as extra plantings in buffer and EPA areas surrounding the
southwest corner of the site at Seaway Boulevard and 75th Street southwest and
around the parking lot.
A second requirement of the transaction with the Sabey Corporation was that
they be allowed to discharge storm drainage to the drinage channel from the
land they own east of the constructed wetland. This storm drain line was
designed to be placed beneath the perimeter trail so as to avoid any further
disturbance to the wetland buffer. Both The Watershed Company and the City of
Everett reviewed and approved the plans.
9) Grading was altered in the area just east of the interpretive shelter as a result of
construction occurring in the winter. Because the standing pool of Narbeck
Svoamp was at its season4i hiqh stage, there was minor seepage between the
45
