9. SUMMARY <br /> The Narbeck Wetland Sanctuary (Wetland Compensation Bank N2) has been <br /> successfully conswcted as per the goals and objPctives tisted in Section 1 of thie <br /> report. A diverse wetland system has resulted with complex associations between <br /> different wetland end upland community types. The open water and deep marsh <br /> � habitats specifically compensate for simiiar wetland functions and values which will be <br /> lost as a result of dev�lopment at Snohomish County Airport. Wildlife habitat has <br /> b�en greatiy increased over pre-project conditions. Hydrologic support has been <br /> im;�roved by decreasing peak flows and increasing low flows from Narbeck Swamp to <br /> Narbeck Creek. The new wetland area also provides for additionai storm and <br /> floodwater storage. Wetland buffers and environmental protection areas have been <br /> preserved and enhanced :o protect and screen the wetiand sanctuary from <br /> surrounding Iand uses. Visitors to the park will benefit from the many educational and <br /> recreationai features included in the project. <br /> The goais and objectives for the Narbeck Wetland Compensation Bank specify the <br /> creation of 7.84 aaes of new wetland and the enhancement of 0.6t7 acres of pre- <br /> existing wetland, toteling 8.44 acres of wetland in the finished project area. Projected <br /> wetland buffer area was 16.07 acres, and environmental protection area 3.39 acres. <br /> The total created wet�and area which has been calculated based on the anticipated <br /> wetland boundary and as-built topography equals 7.66 acres. This figure includes the <br /> leaky berm, which while not technically wetla�id, has been inciuded as an essential and <br /> integral part of the overall project from the beginning. Thg final preserved/enhanced <br /> wetland area was consistent at 0.60 acres. <br /> The discrepancy between the projected wetland area (7.84 acres) and the final <br /> calculated wetland area (7.66 acres) is due to the construction of a detention pond <br /> and a sidewalk almg the access road which was reauired by the Ciry of Everett. <br /> These features equal 0.18 acre which had been projected to be wetland. <br /> The wetland buffer area, based on an average 100-foot buffer width, has been <br /> established. The environmental protection area was reduced to 1.87 acres with the <br /> sale of a strip of property that allowed for the purchase of a 6.9-acre section oS the <br /> Narbeck Wetland Sanctuary. This transaction is explained in Section 8, item 8 of this <br /> report and shown graphicaily in Appendix C. <br /> Progress at the Narbeck �Netland Compensation Bank will be documented during the <br /> compliance monitcring period. The Watershed Company is under contract to conduct <br /> these studies. Ca�npliance monitoring will begin one year after acceptance of the as- <br /> built condition. Mcnitoring will be completed annually during the growing season with <br /> reports submitted :y October 31 st for Years 1, 2, 3, 4, and 5, or until performance <br /> 47 <br />
