The applicant shall submit a five year monitoring plan for <br /> the wetlend creation and bank enhancement area. . The monitoring plan <br /> shall demonstrate that: both the wetland and bank enhancement have <br /> resulted in viable habitets based on: a) �/egetation Type. The species <br /> mix and composition shell be consistent with that spec�ed in the planting <br /> , plan for each area; b) Vegetetion coverage. By►ne fiRh year areal <br /> • coverage of native vegetation shall be 8096 to 90% ." Survival of planted <br /> ! species shall be 80%. Invasive species shall not exceed 50%; b) <br /> presence of hydric aoils in the wetland; c) presence of adequete <br /> hydrology in the wetlend. . d) no major erosionel or sliding problems in <br /> the mitigation areas. <br /> The plan shall identify remedial measures, including replacement of dead <br /> plantings, correction of hydrology and use of bank stabilizetion measures. <br /> The assurance bond for the vretland and bank restoration shall inGude <br /> the cost of monitonng ( also includes 90% of cost of wetland creation and <br /> bank enhancement). <br /> 2) Covenant. An ESA covenant shall be recorded for ail unstable slopes, <br /> including 25% slopes associated with the creek:o ths northeast of the <br /> property boundary. This shail b� that area depicted as unstable slopes <br /> (i.e. everything outside of buildable area) in Figure 1 of the R7A-AGRA <br /> Geotech Report for the Rucker Residence, dated September 25, The <br /> covenent shell prohibit the alteration of the area, including clearing, <br /> grading, filling, excavation, tree removal or any other type of <br /> canstruction. Exceptions shall be limited to: constn:ction of e limited trail <br /> system, benches, tables and pruning of trees, removal of non-native <br /> vegetation, and removal of trees that are directly hazardous to residences <br /> and erosion control measures necessary to stabilize the slope.
