The pro3ect ie located on the east side of cempus <br /> in spsce currently used ae campus overflow parking along <br /> Waverly Avenue near Tower Street (see Figure 1 ) . <br /> ECC proposes to build a 10,000 equnre foot, eeven room dsy <br /> care fscility to eerve atudents snd state employees. ECC <br /> will clo�e en existing dsy cnre located in a emall converted <br /> house on the west eide of campus when the new facility opens <br /> in January, 1990• <br /> The day csre will employ the eqnivalent of approximately <br /> 16. 6 full time employees. <br /> Construction of the facility will displ.ace approximately 169 <br /> parking epaces in the parking lot, leaving 126 spacee. <br /> fiXISTIN(3 CONllITION3 <br /> The day care will be constructed at the north end of the <br /> existing psved parking lot. In order to evaluate the impact <br /> on college parking eupply, parked vehicles were counted <br /> during the beginninB of epring quarter on April 3, 4 and 5 . <br /> ' Thie lot currently has s capacity for 294 vehiclee and wae s <br /> mnximum of 86 percent full (263 vehiclee) when aurveyed st <br /> the beginning of the spring quarter. Another overflow <br /> psrking area ia located directly to the eaet of the aite <br /> acrose Waverly Avenue. That lot has a capacity of 175 cars, <br /> and wae s maximum of 56 percent full ( 96 vehiclea) when <br /> surveyed. <br /> Waverly Avenue is s two lane asphalt neighborhood collector <br /> approximately six blocks long. It forma a "T" intersection <br /> with Tower Street on the eouth, and n "T" interaection with <br /> 5th Street on the north. North of the parking ereae, the <br /> area ie einqle family reeidential. The street has •idewalk• <br /> in the reeidentiel eress. An aephslt paved pedestrian <br /> walkwaY is Located along the weet edge of the roadwsy along <br /> the parking lot. <br /> Tower Street is a two lane asphalt street approximately <br /> three blocks long which connects North BrosdWay to the <br /> college. The exteneion of Tower Street to the east becomes <br /> the entrance to a shopping center. Land uae elong the <br /> street is commercial . The atreet hes sidewalka on both <br /> sidea of the atreet from the eaet edge of the east parking <br /> lot to the intersection with North Broadway. There is an <br /> asphalt paved pathway, separated from the traffic lanes by <br /> an extruded curb, from the west parking lot onto the collage <br /> � campus. The intersection of Tower Street and North Brosdway <br /> is aignalized. <br /> 1 <br />
