( <br /> SUPPLEMENTAL APPLICATION FOR SPECIAL <br /> PROPERTY USES <br /> Narrative Statement-General& Specific Evaluation Criteria <br /> A. General Evaluation Criteris <br /> 1. The need of the neighborhood, district, or City for a proposed special property use is <br /> that immediate families of some cardiac patients have difficulty obtaining living <br /> accommodations nearby while tt�e patient is at Providence General Medical Center. <br /> This facility would provide approximately 48 to 72 hours of stay for the immediate <br /> families of cardiac surgery patients. This would allow their families to be close by <br /> during the critical period. <br /> 2. The streets, utilities and public services are adequate for the facility's current use as a <br /> rental duplex. The proposed use would not change the need or impact to streets, <br /> utilities or public services. <br /> 3. Currently, the facility is used as a rental duplex. The proposed use would result in less <br /> traffic impact since the immediate family would walk to and from the hospital. <br /> Because this facility will be used only by the immediate families of our cardiac surgery <br /> patients this will put less impact on the traffic then if it was used as a duplex. <br /> 4. The parking needs will not change as a result in the change in use from rental duplex <br /> to temporary living for immediate families. In instances where the immediate family <br /> has multiple vehicles, the hospital's parking garage will be available. <br /> 5. There are no proposed new structures or improvements with this proposal. The <br /> proposal is to change the use of an existing structure from long term rental to short <br /> term living accommodations for the immediate families of cardiac surgery. <br /> 6. The number, size and location of signs will not change. We see no need for signs. <br /> 7. The landscaping will remain or improve as with the curcent use. <br /> 8. My generation of nuisance irritants such as noise, smoke, dust, odor, glare, visual <br /> blight or other undesirable impacts will remain the same as with the current use. <br /> 9. The proposal is consistent with the Everett General Plan. <br /> 10. The proposal will comply with all requirements for special property use. <br /> 1 I. The proposal is not expected to change traffic patterns. If anything, the proposal may <br /> slightly decrease traffic since the immediate families will walk from the living facility to <br /> the hospital. Public transit is available at the corner of 13th and Colby as well as d�wn <br /> on Broadway. <br />
