Section 7. Concern for Fiscal Impacts of Chinook listing under ESA. <br /> The Everett City Council expresses to both federal and state governments its grave <br /> concern for the fiscal impacts arising out of the application of the ESA to the Puget Sound <br /> Chinook Salmon. The Everett City Council submits that these other levels of government must <br /> recognize the wide range of responsibilities and fiscal pressures present at the local level,apart <br /> from the requirements of the ESA. Only through a strong and flexible partnership, which <br /> includes significant federal and state funding of all recovery efforts, will we truly be able to say, <br /> "Extinction is Not an Option." <br /> Section 8. Commitments Contingent. <br /> The success of the City's commitment to its early action proposal will depend, in large <br /> part, on having a phased Section 4(d)rule that establishes a successful partnership with the <br /> federal government to define such issues as integration of ESA responsibilities with those arising <br /> under the Superfund Act and the Clean Water Act, ESA exemptions,performance standards, <br /> variation in standards, assurances, and a suitable schedule for negotiations and for the <br /> development of long term actions within the watersheds. The success of the City's proposal will <br /> also depend on the availability of a meaningful level of federal and state matching funds to assist <br /> the City of Everett and other local governments in the Puget Sound region in implementing local <br /> recovery plans. <br /> Section 9.
