Provide a continuous public water edge access all the way around <br /> the site, connecting the current marina to the south to the <br /> 10th Street Marine Park, and new marina, to the north. <br /> 4.b. That portion of the water's edge needed for marina operational <br /> activity shall be designed and managed to allow pedestrians to safely pass. <br /> 4.c.
