/%‘/.. 01016/1""A ,4111°1 JAW 4 RESOLUTION NO. 4699 A RESOLUTION of the City Council of the City of Everett, setting a public hearing before the City Council on the 30th day of December, 1998, at 8:30 a.m., to consider the proposed 1999 activities, budget and assessment for the downtown Everett Business Improvement Area No. 1. WHEREAS, the City is in receipt of the proposed 1999 budget for the downtown Everett Business Improvement Area No. 1; and WHEREAS, the City Council wishes to set a time for public hearing thereon. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT Section 1: That the City Council shall hold a hearing on the 30th day of December, 1998, at 8:30 a.m., in the Everett City Council Chambers, to consider the proposed 1999 activities, budget and assessment, attached and hereby made a part of this resolution as Attachments A and B. Section 2: The City Clerk shall provide for publishing this resolution as may be provided by law, and further, that a notice of the hearing and a copy of this resolution shall be mailed to the owners or reputed owners of real property and buildings located within the proposed BIA area whose names appear as the owners of such property on the tax rolls of the Snohomish County Assessor, and at the addresses for such owners as shown on such tax rolls, such mailing to be made prior to the hearing as may be required by law. Section 3: The City of Everett would levy a special annual assessment at the following rates, for the purpose of operating a security and pedestrian environment maintenance program in 1999: For all lineal footage, on main access ways running North/South, there shall be an assessment at the rate of one dollar($1.00) per lineal foot per month. All ownerships with primary frontage along main access ways running east/west shall be assessed on the basis of a weighted lineal front-foot calculation, as follows: (Length of ownership's east/west lineal front footage divided by the total length of east/west front footage from the closest right-of-way line of the closest north/south main access way to the closest alley right-of-way line) multiplied by the north/south depth of ownership multiplied by twelve dollars ($12.00) equals the annual assessment. Section 4: This resolution does not constitute adoption or approval of the proposed 1999 BIA Budget, and the City Council, after the public hearing on December 30, 1998 (or at the
