"IPP <br /> x% A <br /> 4 47 la, 1.7 <br /> RESOLUTION NO. 4669 <br /> A RESOLUTION designating certain areas of the City of Everett as "No Cruising" <br /> areas under the provisions of Ordinance No. 1396-87 (EMC Chapter 46.48) <br /> WHEREAS, the recurrent practice of cruising in many areas of Everett for the purpose of <br /> engaging in illegal activities, including the purchase, sale and use of illegal drugs, and prostitution, <br /> has resulted in a significant increase in criminal activity in these areas. Cruising, as practiced in <br /> these areas, consists of numerous cars repeatedly driving back and forth along these streets; and <br /> WHEREAS, the City Council of the City of Everett has previously found that the areas listed <br /> below are high-risk prostitution areas and areas where drug sales, possession of drugs, and <br /> pedestrian and vehicular traffic attendant to drug activity confirms a pattern associated with drug <br /> activity. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT: <br /> Section 1: The following areas of the City of Everett are hereby designated as "No Cruising" <br /> areas and shall be properly posted and will be subject to City Ordinance No. 1396-87 (EMC <br /> Chapter 46.48), which prohibits driving past a traffic control point more than two times in the <br /> same direction of travel in a two hour period: <br /> 1. Broadway Area. The entire area extending from the 700 block to the 3100 block of <br /> Broadway, and two blocks east and west of this area of Broadway. <br /> 2. Evergreen Way Area. The entire area of Evergreen Way extending from the 4700 block to <br /> the south city limits, and two blocks east and west of this area of Evergreen Way. <br /> 3. Hewitt Avenue Area. The entire area from the 1000 block to the 3200 block of Hewitt <br /> Avenue, and three blocks north and south of this area of Hewitt Avenue. <br /> 4. Rucker Avenue Area. The entire area of Rucker Avenue extending from Everett Avenue <br /> to the 4600 block of Rucker Avenue, and two blocks east and west of this area of Rucker <br /> Avenue. <br /> 5. Everett Mall Area. The entire area bordered on the south by 104th Place Southeast, on the <br /> west by 7th Avenue Southeast, on the north by Southeast Everett Mall Way, and on the <br /> east by Interstate 5. <br />
