Pursuant to this Order, the following exhibit was submitted:
9. Email dated July 29, 2011 from Mr. Ingalsbe regarding "estimated totals for
Union Bank's drive-thru at 2606 Wetmore"
All of the exhibits are available for inspection at the Hearing Examiner's Office located at
2930 Wetmore Avenue, 8th floor, Everett,Washington.
Based upon a review of the above record, the following Findings of Fact and
Conclusions hereby constitute the basis of the decision of the Everett Hearing
Examiner.
FINDINGS OF FACT
1. The Applicant requested a variance fom the City of Everett sign standards that
would allow an existing freestanding sign to remain in place along with two signs
that would be attached to a building on property at 2606 Wetmore Avenue,
Everett, Washington. (exhibit 1, staff report festimony of Mr. Ingalsbe)
2. The subject property is at the corner of Wetmore Avenue and 2fith Street in the
City of Everett. There are points of ingress and egress to the site off Wetmore
Avenue. On-site is a building located in the back of the lot that has signiflcant
setbacks from both streets. The building was used as a drive-thru bank by the
Frontier Bank which is no longer in business. The building has been taken over
by the Applicant, the Union Bank, who desires to continue to use the drive-thru
facility. The Applicant desires to continue the use of the existing freestanding
sign on-site, as well as ins;alling two new signs on the building. (exhibit 7, site
plan; testimonyf Mr. Ingalsbe; testimony of Mr. Forte) The sign that is the
subject of the requested variance is the existing freestanding sign. (exhibit 1,
staff report; tesfimony of Mr. Ingalsbe)
3. The existing freestanding sign on-site is approximately 16 feet tall, 30 square feet
in area and it may project into the City right-of-way. Everett Municipal Code
(EMC) 19.36.030.K prohibits signs on City right-of-way and requires certain signs
regulated by the City of Everett(City) to have a setback of at least one foot for
every foot in height. In addition, freestanding signs cannot exceed 15 feet in
height. The existing freestanding sign on-site has been in place prior to the
adoption of the sign standards and is a nonconfortning sign.
