� <br /> CITY OF EVERETT <br /> PLANNING DIRECTOR INTERPRETATION <br /> UNLISTED USE II.B #12-94 <br /> USE PERMIT #4-94 <br /> INTRODUCTION: The City of Everett Planning Department has recieved a proposal from <br /> Paui Ware, 6805 40th Street NE, Marysville, WA 98273, for the re-use of an existing building <br /> located at 2701 Wetmore. <br /> AUTHORITY: Section 41.040 of the City of Everett zoning ordinance provides for <br /> the lanning Director to "promulgate administrative rules, procedures and interpretations <br /> consistent with the terms of this Ordinance." <br /> Section 41.070 requires that a USE PERMIT be issued whenever a building constructed <br /> for one type of use is changed to another type of use which requires different zoning or <br /> building code regulations. <br /> BACKGROUND: The zoning of the site is B-3, Central Business District. The re-use of the <br /> building would consist of a number of different uses inGuding space for office, retail, parking <br /> and safe storage vaults. All of the uses proposed for the building are listed as permitted uses <br /> within the 8-3 zoning district except for safe storage vaults. The City's Zoning Code does not <br /> have a land use category for this paRicular land use activity. <br /> FINOINGS AND CONCLUSIONS: <br /> The building was originally constructed for use as a telephone switching facility with minor <br /> office space for General Telephone 8 Electric(GTE). <br /> The re-use of the building will require substantial interior remodel, however no addition to the <br /> building footprint is proposed. <br /> There is currently no on-site parking available for the building. The applicant has proposed to <br /> convert a portion of the basement area to be used for parking. <br /> The proposed safe storage vault activity will be similar in nature to that of safety deposit boxes <br /> commonly associated with financial institutions for the safekaeping of documents and personal <br /> valuables except that the vaults will be large enough for the safekeeping of larger valuables <br /> such as art-work, records and legal documents. <br /> Financial institutions are a permitted use within the B-3 zoning district. <br /> There is no exisiting landscaping for the building frontage along Everett or Wetmore Avenues. <br /> The City has developed new beautification street lamp standards for the downtown area to <br /> provide an asthetic lighting theme throughout the downtown area. <br /> The applicant has proposed renovation of tha building facade and installation of a new awning <br /> along the west face of the building to meet design rewew criteria for the 6-3 zone. <br />
