Aisle Handrails <br /> Dear Jeffrey: <br /> The '91 UBC added a requirement to provide handrails at ali stairs (3315[g]) and has no <br /> ezemption for aisles with fixed seating on both sides. This may have been done to wmply with <br /> an earlier version of tha ADA or perhaps this earlier version of the ADA had adopted it form the <br /> UBC. <br /> The Washington State Amendments to the '91 UBC also did not provide an exemption for aisles <br /> with fixed seating. Everett enforces the State Code, so it appears you may require handrails on <br /> our center aisles. You may wi�.n to amend the UBC on this item. <br /> 'Ihe ADA draft of April '$8 had no exception for handrails at aisles with fized seating both sides. <br /> This exception was added in the final ADA requirements, so ADA compiiance is no longer an <br /> issue if we delete the rails. ;;4 ;.,� <br /> The Seattle amendments to the '91 UBC (3315[g� Exc.l) have added this exception to bring it ' <br /> into conformity with the ADA. <br /> You may wish to discuss this issue with 1CB0 to determine if they are considering adding this <br /> exception to bring it into compliance with the ADA. <br /> We feel handrails may be appropriate on very steep aisles, such as at the balwny of the Bagley <br /> Wright Theater, but on any shallow stepped aisle or ramped aisles this seems excessive. We <br /> know of no accidents which would instigate such precautions. The steepest rake of the BWT <br /> balcony was 8:12; the steepest step at the Everett Theater is 4 314:12 - a fairly shallow stair. <br /> Handrails or shallow rake aisles may interfere with sightlines, as they will project above the head <br /> heights considered in laying out the seating rake. We cannot be held responsible for such <br /> sightline impediments.
