Box 1107 <br />Everett, Washington 98206 <br />I ,i 7 <br />GC i 2 ? 994 —� <br />iry of E RErr..._ <br />Public Works Dept. <br />RE: PORT GARDNER BUILDING -ALLEY WATER LEAKS INTO BASEMENT <br />FILE: 0570-1610 <br />Dear Jim, <br />I am writing to inform Snohomish PUD No. 1 that the Port Gardner Building is continuing to <br />experience water leaks in the lower level/basement. Specifically, the building is experiencing large <br />quantities of water entering the building at the south, mid and north portions of the west alley wall. <br />Prior to new utilities installation (underground power, underground cable TV and underground <br />telephone services) the building showed no signs of water leaks. In fact during the heavy wet 1994 <br />spring, the basement/lower level was dry. Obviously, we have had our contractor, SDL Corp. <br />perform work on the building and we are in the process of investigating any and all leaks due to <br />their work. However, several utility companies have installed new services in the alley, including <br />an electrical utility vault adjacent the south end of the building. <br />A combination to the electric vault and cable TV vault in the alley, just north of the alley storm <br />drain has created a dam that holds approximately 6" of water behind it. This may be a potential <br />source. Subsequent to the electric vault installation, a crack (approx. 3/4") in the asphalt occurred at <br />the asphalt building intersection. PUD has sealed this with tar but, the building continues to leak at <br />this location. <br />Presently, we are continuing to investigate the building for leaks from the inside. Any found will be <br />sealed. However, should the building continue to leak, the next step will be to excavate the alley <br />along the building to investigate water infiltration sources. We will notify you should this be <br />necessary so you can have a representative present. Should the excavation reveal PUD's new <br />installation work is a source of the water leak, then we will took to Snohomish PUD for <br />reimbursement for any corrective action performed. Likewise, we are informing the other utilities <br />of our intentions as well. <br />
