DETERMINATION OF NON -SIGNIFICANCE <br />SEPA t11-U <br />DESCRIPTION OF PROPOSAL: The proposed action is the issuance of Building and <br />Public Works permits to allow the construction of a three-story, mixed use <br />building consisting of 4,950 square feet for office space aad 2,522 square <br />feet for two residential dwelling units. The proposal also seeks a concurrent <br />variance from EMC 19.22.060(A) and (B) requiring 10 feet front and side yards <br />setback; EMC 19.42.010 requiring 15 feet corner lot sight clearance for safety <br />vision purposes; and EMC 19.42.040(B) and (C) to allow decks or balconies <br />higher than 42 inches to extend beyond the required 3 1/2 feet to the front <br />and side yards property line along Wetmore Ave. and 32nd Street. <br />PROPONENT: Goeta Dagg <br />3207 Wetmore Ave. <br />Everett, WA 9820.1 <br />LOCATION OF PROPOSAL: 3202 and 3208 Wetmore Avenue <br />Lead Agency: City of Everett Planning Dept. <br />Contact Person. Justin Osemene Phone: 259-8731 <br />Mitigation Measures: <br />The environmental impacts of this proposal are documented in the Environmental <br />Checklist and other information on file with the City. The listed <br />requirements are placed in response to our review of this information: <br />AGENCIES WITH JURISDICTION: NONE <br />MITIGATTON OF ADVERSE IMPACTS BY SEPA <br />1. Any grading/fill on this site shall be done so as to not impact the <br />surrounding properties. Any retaining wall greater than three feet <br />high along a property line must be reviewed and approved by the <br />Planning Department. (SEPA Earth, Land and Shoreline Use Policies) <br />2. Screening of all outdoor refuse disposal areas must to provided so that <br />they are not visible from adjacent properties or public rights-o`.-way. <br />The disposal areas must be shown on the site plan submitted for <br />building permits. (SEPA Aesthetics Policies) <br />MITIGATION REQUIRED BY EXISTING CODES AND ORDINANCES <br />1. Special charges for connection to the sewer system in accordance with <br />Ordinance 984-83 are applicable. The actual cost shall be computed by <br />the Building Department per the ordinance in effect at the time and <br />according to the information provided on the approved plans on the date <br />of permit issuance. (SEPA Public Services and Utilities Policies) <br />2. Parking must be per City Zoning Code and City Design and Construction <br />Standards. For the 4,950 square feet proposed for office space, a <br />minimum of 15 parking stalls are required, and for the two residential <br />dwelling units, a minimum of 3 parking Stalls are required. <br />5'1wVt #4 <br />
