3. A landscape strip a minimum of 5 feet wide must be provided along the <br />entire Wetmore Avenue frontage between the street and the parking area, <br />except for driveways .in compliance with Section 19.40.050 of the Zoning <br />Code and Section 1.13 of the Standards and Specifications Manual. The <br />landscaping must consist of: <br />a. groundcover over a minimum of 75% of the area, and <br />b. evergreen trees or shrubs a miniu.-.im of three feet in height at <br />time of planting to number at least 6 for each 100 square feet of <br />required landscape area. <br />The intent of this requirement is to provide screening of the parking <br />area and to shield car lights from shining into the right-of-way. If <br />berming of the planting areas a minimum of one foot in height above the <br />level of the parking lot: is provided, plant heights may be reduced to 2 <br />feet. (SEPA Aesthetics and Light and Glare Policies) <br />4. The sidewalks on 32nd and Wetmore must be replaced per City Standards. <br />(SEPA Public Services and Utilities Policies) <br />5. On -site detention is required, OR, in lieu of providing on -site <br />detention, payment to City Drainage Fund 340 is allowed per Ordinance <br />670-80. (SEPA Public Services and Utilities Policies) <br />6. No structure of any kind is allowed in the public right-of-way or to <br />overhang the right-of-way. (SEPA Public Services and Utilities <br />Policies) <br />The lead agency far this proposal has determined that it does not have a <br />probable significant adverse impact on the environment. An Environmental <br />Inpact Statement is not required under RCW 43.21C.030(2)(c). This <br />determination assumes compliance with state law and City ordinances related to <br />general environmental protection including but not limited to right-of-way <br />inprovement requirements, drainage, etc. This decision was made after review <br />of a completed environmental checklist and other information on file with the <br />lead agency. This information is available to the public on request.
