FINAL DECLARATION of NON -SIGNIFICANCE <br />SEPA 944-84 <br />This 71nal Declaration of Nonsignificance shall expire one year <br />from ipte of issuance unless a completed building permit applica- <br />ion has been submitted within that time. A request for a one <br />year extension of this Final Declaration of Nonsignificance may <br />be made to the Planning Director prior to the expiration date <br />DESCRIPTION OF PROPOSAL: The proposed action is the issuance of grading and <br />z <br />G <br />building permits to allow the construction of a six -unit apartment building. <br />m <br />The <br />following factors were considered and the listed requirements were placed <br />in <br />response to comments submitted during our review of an Environmental <br />Checklist for this proposal and other information on file with the CLty: <br />T' <br />v+ x <br />1. <br />The proposed site is located in the R-4, Multiple Family High Density <br />o n <br />Residential Zone, which would permit the proposed use. The proposed <br />m <br />site is developed with an older duplex residence and a shed which must <br />_Sc: <br />be demolished to allow for construction. <br />o <br />,� z <br />rn <br />2. <br />Access is proposed via Wetmore and the alley west of Wetmore. <br />,o <br />c <br />a -+ <br />Full standard alley improvements are required to the alley from the <br />southern entrance. <br />Standard street improvements are required to Wetmore for driveway, <br />M 3> <br />sidewalk and curb and gutter repair and replacement. <br />_ M <br />rm <br />V <br />3. <br />Drainage improvements must be g p provided in compliance with the City-s <br />p � <br />Drainage Ordinance. <br />a v: <br />3 <br />Special charges for connection to sewer system in accordance with <br />-Zip <br />Ordinance 984-83 are applicable. The actual cost shall be computed by <br />the Building Department per the ordinance in effect at the time and <br />_ <br />according to the information provided on the approved plans on the date <br />= <br />of permit issuance. <br />4. <br />Parking must he provided in compliance with Zoning Code requirements <br />and City standards. <br />� <br />z <br />c <br />5. <br />Landscaping must be provided on the Wetmore frontage in compliance with <br />the Zoning Code and Section 1.13 of the Standards and Specifications <br />m <br />Manual. <br />6. Screening of any outdoor refuse area must be provided. <br />7. Screening of the parking area from adjacent uses must be provided. <br />s <br />
