CITY OF EVERETT <br />NOTICE OF PLANNING DIRECTOR DECISION <br />REVIEW PROCESS II #99-039 <br />The City of Everett Planning Director denies Robert James request for a 12 foot high <br />retaining wall within the five foot side setback and approves a 12.5 foot curb cut on <br />Wetmore Avenue to access two parking spaces underneath a proposed four-plex at <br />3414 Wetmore Avenue with the following conditions: <br />The 12.5' driveway on Wetmore Avenue should be centered between the two <br />garage doors to facilitate adequate access to the parking stalls in the garages. <br />Driveway location/geometry is subject to review and approval by the public works <br />department prior to permit issuance. The total amount of driveway pavement <br />within the 20 foot front setback area shall not exceed 510 square feet. <br />2. Retaining walls over three feet high must setback a minimum of three feet from the <br />side property lines. <br />The above decision was based upon the following: <br />Subsection 15080.13 of the Everett Zoning Code, allows the Planning Director based on <br />a recommendation from the City Engineer using Review Process 11, to allow driveway <br />access to a public street when necessary to provide access to off-street parking under <br />the structure which is not otherwise possible due to severe limitations caused by the <br />slope of the property. The approval is subject to the following applicable <br />requirements: <br />1. The width of the driveway shall not exceed 25 percent of the width of the lot. <br />The maximum allowable width of the driveway curb cut is 12.5 feet since the width <br />of the property is 50 feet. <br />2. Additional yard area equal to the area covered bP the portion ql the driveway <br />within the setback area shall he provided by an increase in the setback of the <br />building or portion of the building. <br />The maximum driveway area allowed within the front setback is 510 square feet. <br />The 510 square feet includes the 250 square feet from the five additional feet the <br />building sets back from the front property line and the 260 square Beet of excess <br />courtyard area. <br />3. 77te design r f the building shall contph with Subsection 15.080.A, Pedestrian <br />Access, and with the Multiple Family Design Guidelines. <br />
