'O KARD OF ADJUSTMENT <br />FFOM REID H. SHOCKEY <br />DAME SEPTEMBER 4, 1975 <br />SUBJECT S,AFF REVIEW --VARIANCE REQUEST <br />KARL FANKHAUSER <br />I. REQUEST <br />CITY OF EVERETT. EVERETT. WASHINGTON <br />Mr. Fankhauser requests permission to provide twelve (12) parking spaces <br />rather than the required fifteen (15) parking stalls for a ten (10) unit <br />apartment building. <br />II. ARGUMENTS IN FAVOR <br />A. The proposed apartment structure is designed so there will be no sight <br />obstruction to the surrounding properties. <br />B. The structure would improve the aesthetics of the area and is in <br />haniony with the neighborhood. <br />C. Special consideration has been given in the design to provide facilities <br />used by the elderly. The elderly would require less parking. <br />III, ARGUMENTS AGAINST <br />A. The increase in parking from the additional living units could create <br />a problem. <br />B. With the amount of property that is owned a parking plan for the required <br />parking spaces could be designed. <br />C. There is no assurance that apartments will always be rented to the <br />elderly. <br />D. Two of the proposed parking spaces are non -complying, i.e. they are too <br />small. (The developer indicates he will modify his plans.) <br />IV. POSSIBLE FINDI14GS <br />A. Because the apartment structure is designed primarily for the elderly <br />there will probably be less need for the required parking spaces. <br />B. There are exceptional circumstances applying to the subject property <br />that do not apply to other properties in the same vicinity; specifically, that be- <br />cause an existing garage on the northwest corner of the property and a <br />steep bank on the northeast corner, the parking area is limited. <br />
