August 29, 1979
Mr. Jordan sair'a tha Dick Thompson had indicated to him that xt was in
the City's plans to loop this system so that a 6" line would be install
but that was, not to be done for a long time.. He propose3 a compromise
and asked that :hey be al.lowed to run a service line from either the 6^
or' 3" line, ,and uou.ld agree that when the 6" goes in they will abandon
the:service conr.ecion an3 hook up to the G" line, but they pre.ferred tl
hoo:c into the S" line as it was closer.
Counr_ilman Pope :.ked Dick Thompson if the Adrians would have to pay in,l
' the foYm of an i,1D to have the 6" line put in dnwn the front of Wetmore
or would the City just put the loop line,in, and Dick Thompson said it
would just be ut in as a benefit to the system, but there would be a.
V'OttriECtlUTi fee and added-that there are both-6" and 12" lines rur:n?nq :
down Rockefeller and that is hov those properties are served. . -,
Mr. Jordan stated that the Adrians had entered into a property exchanqei
with Rohert and I:es Pringle.ot Everett•and as part of the exchanqe thes
lots tiaive to be sold, and if not old because of the water problems the
Pringles would suffer a financial difficulty if they had to buy b4ck•th
property and also lose the tax benefits of the exchange:
, Mr. Jordan.said that by putting tlie service connection down the alley
where the City has an asement this would reduce the cost thai if it
were to be put in the street, and Cour►cilman Ove:cstreet asked what that
cost would be; and Pir. Jordan said he did not knw the exact amount.
Councilman Overstreet felt the cost would be as much or greater to hook
up to the 6".line later,.and Mr. Jordan resporided that there would be
,a cost tu the property owner for just'a service connection^'if that -
system oere looped, but felt it would not be $5,200.
Dick Thompson said there was a State Administrative Code that if we
extend our system it would requxre.a 6" line from A'etmore to 5th and
the Adrians are trying to.avoid this.by putting in a•service connection
that would run through a Cit.y right-of-way to 5th St. The City is con-
cernetl caith long service connctio'ns in our right-oi-ways in terms of •
maintenance and ahether it'c4as their line or the City's and that oas
'why the policy wss established,by Council: .
Councilman Lanyus felt. there was no problem as we would be runninq a
service line in a main to serve 2 humes, and Di.ck Thompson feJ.t t•.he
issue was whether we should allow them to hook.up to our system wit-li
a privately owned service canneci;ion in a street or all.ey.
Councilman Aaker azrived ai ihis i:ime. .. '
Councilman Overstreet felt the neighbors in this area should be notii
as it.could be of some significance in the future and Mrs. Adrian said
that the vacant lot between some o£ thi proper.l=y was ooned by JacY
Aeath and it has a 2" .line ruming to hi.s hnuse.
blayor Moore said tha L-he ndministration was i.n symPathy with the
Adrian's problem and ohat the Council does sets a precedence, but he
was concerned because the City has been insi.sti.ng that water ].i.nes h
put in the proper perspective of the goals of. 1.he ^z.i:y, He fc:ii: l:ecaus¢
of the contractor's involvement in this i.ssue't:here wau7.h be Jeverage
brought against the City in.the iuture in this regard: He propdsed a
conpromise of a 50-50 split whcre tlle Citl oill pa half and L-he builde
will pay half. Iic asked Council that if. they appr.ovc I:he Air.ian's r.ec;ur
and t_ii:il they clso gie di.rection on oriat a:i.].1 Ic ,lone •,.il_i oi.hcT- l-,ui lc1-'
ers and developers wha approach us on the samc'basi.:.
Mr. Jordan's compromise was to allow the service coinection and at a
l.ater date hook into the 6" line when it was instal.J.ed, but wou].d go
aLong with t•fayor Moore's ccmpromise if wi.thi.r the r_ost:
