5 RESOLUTION No. Resolution for Expenditure of 2017 Human Needs Grant Funding WHEREAS,the City allocates funding each year to be used for human needs programs;and WHEREAS, $325,500 is included in the 2017 budget for this purpose; and WHEREAS, and additional$108,500 is included in the 2017 budget to support the Everett Streets Initiative efforts/Safe Street Program;and WHEREAS,there exists in the community a call for funds to supplement human needs programs;and WHEREAS,the City Council adopted priorities for Human Needs funding on November 30,2Q16 and WHEREAS,The Human Needs Committee supports funding services as necessary for achieving the goals of the Everett Streets Initiative; and WHEREAS,on January 25, 2017,the Human Needs Advisory Committee,formed to make annual recommendations to the City Council for allocation of these funds,has voted to recommend funding as listed below; and WHEREAS,A special call for Human Needs Grant application for qualified agencies to specifically provide Case Management Services to CHART individuals participating in the City's Safe Streets Housing First Scattered Program; and WHEREAS,The Human Needs Advisory Committee deferred and supports the specific funding recommendation for the Case Management grant to the CHART Leadership Group;and WHEREAS,The CHART Leadership Group voted to recommend the Case Management Grant as listed below; Agency 2017 1. American Red Cross: Disaster Relief for Everett Residents $5,000 2. Arc of Snohomish County: Counseling and Guidance,Emergency $26,000 Housing-Shelter and Food,Health Services 3. Arts Council of Snohomish County: Art Alternatives Program $3,000 4. Bridgeways: Permanent Housing—Emerald Apartments $12,000 5. Camp Fire Snohomish County: Mega Club $3,000 6. Catholic Community Services: Volunteer Chore Services,Family and $12500 Children's Services ' 10
