The proposed devclopment is located on Lot I of BSP No. 98-008,located <br /> between Hardeson Road and Glenwood Avenuc and bMwcen Sievers Duecy Blvd and Memll Creek Parkway. The <br /> building elevations and site plan by David Kehle Architcct, reccived on h4arch 17, 1999, are approved(in lieu of <br /> stand�rd building modulation)and shall be constructecl with the follo�ving modifications: <br /> 1. The approved building modulation features, including building landscaping must be installed at each phazc of <br /> the projcct. <br /> The Planninp Director approved thc building modulation modification baud on the following: <br /> Subsection 27.020.A.2. of Everett's Zoning Code requires that building facades greater than sixty fcct in Iength shall <br /> bc modulated by fcatures a muiimum of five fect in depth,a minimum of fiftcen and a maeimum of s:xty fcet in <br /> Icngth, and at lcast fifty percent of the building hcight. Subscction 27.020.A.2.c. providcs the Planning Departrncnt <br /> authority to grant a modification of these standards if an adequatc altemative is proposed. Approval af this <br /> modification is subject to a Type li review process. . Review Process 1I involves a fourtcen day public comment <br /> period on a proposed decision by the Planning Dircctor which approves,disapproves,or approva with wnditions the <br /> proposal of the applicant(Section 42.100 of thc Zoning Code). Following complMion of the public cortunent periad, <br /> the Directur issues a final dccision,which may be appealed within l4 days of issuance. <br /> Food Scrviccs of Amcrica proposes a combination of elemenLs that,togethcr, accomplish the objective of the Zoning <br /> Code to reduce the acsthetic impact of large blan{c 6uilding facades.FSA's proposal is described in their Building <br /> Modulation Altcmative, rcccived on March 17, 1999,and attached hereto. PSA«�II be located on Lot 1 of CSR <br /> Associated's binding site plan,BSP 98-008. FSA proposes to construct their projcct in tnrec phascs. Phase I of the <br /> building is approximatcly 200,000 squarc fcct, Phasc II adds an additional approximatcly 75,000 square fcet,and <br /> Phasc 11I adds an additional approrimately 200,000 squarc fcet. At the conclusion of Phazc III thc building will be <br /> appro�cimatcly 475,000 squarc fcct in fioor spacc��ith an approximatcly 444,000 squarc footprint. <br /> A fourteen day public comment p�riod c�pimd on April 20, 1999.
