� Everott ShHon Regiond TEA-21 Projat Descriptioo <br /> March 1999 <br /> Everett Station is a major uansportation investment in the Puget Sound region. It will <br /> serve as a"one stop"hub for a variety of uansportation mo3es operating within the city <br /> and is a projcct that will deliver transit oriented development. <br /> The Everett Station site is located along the Burlington No�them Santa Fe mainline uack <br /> at Pacific Avenue and Smith Street(see attachment). It is situated less thaz►two minutes <br /> from Interstate 5 and U.S. Highway 2 and located immediately adjacent to Everett's <br /> Central Business District. <br /> Everett Station will include the following transportatioe modes: intercity�ail(Amtrak); <br /> commuter rail (Sound Transit's Sounda); intercity bus(Greyhound, Trailways,Quick <br /> Bus); public hansit bus(Everett Transit,Community Trar�sit, Sound Trensit and SKAT <br /> Transit); shuttles(Shuttle Exprcss,Airporter Shuttle,taxis);park and ride (__800 stalis); <br /> bicycles(__ 18 covered/secured tockers);and a major 56,000 squaze foot station building <br /> for transportation providers and complementary transit oriented development uses. <br /> The station building will include the following: tiansportation and support services <br /> encompassing approxir.iately 10,000 square feet including intercity rail and bus ticketing, <br /> baggage, security,cus!omer waiting(a great hall), public transit services nnd cafE; a <br /> higher educational center encompassing approximately 16,000 square feet including <br /> classrooms, ITV rooms, seminar rooms,computer lab,o�ces and a resource center,a <br /> "one stop"career development center encompassing approximately 18,000 squarc fcet <br /> including a resource center, offices, conference center, and computer network hub; and <br /> up io 12,000 square feet of office space available for lease. <br /> Work to date has inclu�ed site selection(July 1995);environmental analysis(SEPA <br /> EIS/NEPA EA in June 1995, FONSi in August 1995, Phase 2 environmental assessment <br /> in December 1997, SEPA Addendum#i in July 1998,and SEPA Addendum#2 in <br /> lanuary 1999); pte-design(April 1996); design report(August 1998, revised Nevember <br /> 1998); property appraisals(September 1998); review appraisals(October 1998); FTA <br /> appraisal certification(February 1999);and property owner offers(February 1999). <br /> The anticipr.ced project schedule is a foflows: Mazch 1999—schematic design(15%), <br /> construction scheduling analysis, public art them and artist involvement program; July <br /> 1999—design development(40%), vaiue engineering,tenant lease agreements; Febn�ary <br /> 1999 through September 1999—right of way acquisition end site demolition; February <br /> 2000—initiate construction; and summer'_OOl —completion and station opening. <br /> Funding exisu for design (through construction obsc�vation)and for right of way <br /> acquisit�on. A funding gap remains for consuvction. This application will be for SS <br /> million from STP. This represents 15.6%of the estimated S32 million consttvction cost. <br /> 3� <br />
