During the
O Cy tank removsl, approximate7.y T200 cubic yacds of diesel contaminated soil was
{y excavated and stockpiled on site (Figure 2 - Cucrent Stockpile Location) . Time
Oil Co. proposes to move the soil s[ockpile from its current location to a
M gg location approximately 500 yetds North on Smith Avenue (Seadog Corporetion
9 y property - Yigure lA) .
L
yy The purpose of the soil pile relocation !s to facilitate e property [ransaction.
U The soil pile will be placed on the new property, bioremediated and then used as -
permanent commercial fill at the property.
r
 PROPERTY I.AtiD USE
There is no current address for the nev stockpile location. liowever, the
property is owned by Seadog Corporation and lies between Smith Avenue and Che
Burlington Northern Railroad tracks, and just North of the Smith Street Mill.
A legal description (Schedule A) and a Vicintiy llap (Figure lA) are attached.
The Seadog Corporation property ls relatively flat except in the southwest corner
where there is a less than 5-foo[ elevation tise. Hovever, the portion of the
property where the bioremediation cell vill be placed is relatively flat. The
property is zcned commercial/light industrial and is surrounded by similarily
zoned properties. The nearest residential property is locateel 1/4 mile south of
the site, south of 36th Stree[ along Smith Avenue.
i
 REGIONAL GEOIACY, NYDROCEOIAGY AND HYDROIAGY
I
, Geology in the area of the pxope[ty has been charactecized as advnnce outwash.
These deposits underlie glacial till and consist largely of clean, gray, well
stratified, unconsolidated sand with pebbles and some cobbles. Locally the
._ ouCvash can be s31ty and oxidized to shades of brovn,
` Groundwater was not encountered during tank removal activities at the 3523 Smith
Avenue property and it is not known at what depth groundwater exists. The
•— nearest surface water to the site is the Snohomish River and associnted marsh
located approximatel one half mile east of the biocemediation site.
" It is our undersr.a„ding that properties within the City of Everett are serviced
by municipal water. Private water wells are not in use in the vicinity of the
bioremediation site. Further, the proposed pro, ject does not pose e threat to
human health and the environment thiough ground and surface waterways.
C:\7P51\WR\MY93\01•178C.LTP
