UBL%C N/O/X5'
August 17, 2001
West Coast Concrete Pumping
16018 Peninsula Road
Stanwood, WA 98292
SubjecC Violation c Surface Water Ordinance
.la. La .,t.
Op54 z

 !Ob
A D
G ti 1 Z001
. .......................... . . ..
CITY OF EVERETT
Enqineerinp/Public Services
On August 9'h, 2001 we received a complaint from a citizen who reported individuals from
your firm either rinsing concrete out of their truck and/or dumping waste conctete on a
building site at approximately 5025 Sound Avenue in the City of Everett. A poRion of this
material left the worksite and entered the stormdrain system of the City of EveretL These
stormdrains enter Edgewater Creek, a short distance away. The citizen fumished the City
with dated signed phoros showing what transpired.
Yesterday I called you for a mailing address and explained briefly I was not intending to
pursue fines under the Everett Municipal Code. But we do require that should you do any
further business in the City of Everett that you refrain from doing this in the future.
Under City of Everett Ordin.nce Chapter 14.56 (see encloseu; it is "unlawful for any person
to throw, drain, run or othenise discharge into the surface water system, or cause, permit or
suffer to be thrown, drained, run or allow to seep or otherwise disch:uge into the surface water
system any organic or inorganic matter [hat shall cause or tend to cause pollution of such
waters." Pollution includes, but is not limited to, the following items that may be applicable
to this situation: fresli concrete, washing of fresh concrete for cleaning and/or finishing
purposes to expose aggregates, any fluid with a pH of less than 6.0 or more than 8.5.
Violation of this ordinance can caay a fine of up to $5,000.00/day per occurrence as well as
cicanup costs.
If you wish to rinse equipment it should be done in a way that does not send it into our storm
drain system, which in mot cases will end up in our creeks, many which ue salmon streams.
and then Port Gardner Bay.
[t is the policy of the City of Everett to minimizc sources of water quality degradation. To do
this we need the coopera[ion of not only our rcsidents and businesses but the help of visirors
ro our City and businesses vho may not be based here but do business here. The residents of
Everett are commitred to maintaining high standards of water quality. We hope, in fuwre
projects within the City. your firm will help us ro maintain this quality. Thank you for your
cooperation.
CITY OF EVERETT • 3200 Cedar Slreet • Everett, WA 98201 •(425) 257•8800 • Fax (425) 257-8882
