The waters' source is from 40 acres owned by Marc Bhend on Sound Ave. The runoff from Mr. Bhends' property �as _aR proxi- mately doubled by a logging activity concluded on 10-1-78. 'fhis add� l8i'�fi dces increase water flow across Sound Ave. However, runoff prior to logging foilowed a natural water course across the now extended Sound Ave. Iiu�ff from Mr. Bhends' property also is severiy affecting two additional lots. Culvertsror ditches should have been constructed. Backaround info: Mr. Bhends' logging activity complied with all applicaab�e c�lode rmit to construct with one exception; he did not apply for a�Y.wW Pe a logging access road. Mr. Lamoureux ha perated with the City. At his request the City Council waived Ord. 555-78 and only required interim street imFrovements. He �lid not install a culvert as required. Nor did he request an inspection, which would have called attention to potential drainage problems. However, an occupancy permit has been issued, but not with a Public Works signature. Mr. Lamoureux's failure to comply with City codes is the principle cause of his present drainage problem. Corrective measures reauired: See attached memo from Clair Olivers. Rough estimate of cost for short-term solutions is $3000. Mr. Lamoureux has verbally agreed to supply materials (approx. $500 worth).
