Real Property,
Council approval of this agenda item authorizes a budget revision in the additional amount requested.
Expenditure Required $ 5,000(est.) Account Number(s): Fund 338
Amount Budgeted $0-
Additional Required $ -0-
DETAILED SUMMARY STATEMENT:
The Simpson Mill Site previously underwent an environmental review and cleanup under the Department of
Ecology's Independent Remedial Action Program. In 1994 the City received a No Further Action letter from
the Department that indicated the site met Ecology's cleanup requirements. In March 2007 Ecology
rescinded the 1994 NFA decision due to hazardous substances being recently discovered by the Washington
Department of Transportation during their recent stormwater construction work. This new release is within
the area covered by the former NFA determination. Further actions by the City and WSDOT are now
necessary at the site to determine the nature and extent contamination, and as appropriate to address such
contamination. This agreement allows the City to enter Ecology's Voluntary Clean Up Program and thus
contract with Ecology to provide site specific technical consultations.
RECOMMENDATION (Exact action requested of Council):
Authorize the Mayor to sign the Voluntary Clean Up Agreement with the Department of Ecology for the
Former Everett Simpson Mill Site.
40
C:\Documents and Settings\dwilliam\Local Settings\Temporary Internet Files\OLK6D\vcp contract council agenda 041107.doc
