Improvements will be made to the existing overlook incorporating a tile mosaic plaza and a wrought iron railing created by local artists. The existing PUD lighting will be replaced with new fixtures and new flood lights will be added to illuminate the flagpoles and the park signs. All electrical wiring will be installed underground. Existing benches and picnic tables will be relocated onto concrete pads. The park's irrigation system will also be upgraded. The Parks Department received three bids on May 22, 2007 ranging from $327,950 to $473,900 excluding Washington State sales tax. The lowest responsive bidder is Schwets Construction of Sedro Woolley, WA. RECOMMENDATION (Exact action requested of Council): Award a construction contract to Schwets Construction, Inc. in the amount of$327,950 plus Washington State Sales Tax for the Grand Avenue Park Renovation Project. 27
