Improvements will be <br /> made to the existing overlook incorporating a tile mosaic plaza and wrought iron railing created by <br /> local artists. The existing PUD lighting will be replaced with new fixtures and new flood lights will <br /> be added to illuminate the flagpoles and the park signs. All electrical wiring will be installed <br /> underground. Existing benches and picnic tables will be relocated onto concrete pads. The <br /> irrigation system will be upgraded. <br /> Parks received 3 bids for the project on May 22, 2007 ranging from $329,950 to $483,900 plus <br /> Washington State sales tax (WSST). The bid amount and project scope have been verified with <br /> the lowest responsive bidder. <br /> In addition to the construction bid, the total project includes a 10% contingency, 1% art <br /> contribution, plan review fees, PUD electrical connection charges and funds for irrigation <br /> construction. Based on these elements, the total project cost is estimated to be $475,000. The <br /> original funding consisted of$250,000 from Capital Improvement Program 3 (CIP 3). <br /> RECOMMENDATION (Exact action requested of Council): Adopt the proposed ordinance creating <br /> a special improvement project entitled "Grand Avenue Park Sustainable Maintenance Renovation", <br /> Fund 354, Program 026 and repealing Ordinance No. 2907-06. <br /> 3u <br />
