I EXHIBIT A Scope of Services City of Everett East Marine View Drive Phase IV Construction Observation and Administrative Services INTRODUCTION This project involves the development of corridor improvements along East Marine View Drive, from the northbound I-5 off ramp to the SR 529-Broadway Ave on/off ramp within the City of Everett. Improvements include roadway enhancements and non-motorized trail facilities to connect similar facilities to the south and north of the project area. Final plans and contract documents have been completed for the improvements that include a new travel lane configuration, adjustments to the horizontal alignment, intersection improvements, new traffic signals, pedestrian facilities and landscaping. A preliminary construction critical path schedule was prepared during the design phase indicating that the project will require a 420 working day construction schedule (two full seasons). During this phase of work,Perteet Inc. and the City of Everett will collaborate in advertising the project, providing technical assistance during bidding and construction,providing construction observation services. Included in this scope of services is a delineation of work by each. GENERAL SCOPE OF SERVICES To allow flexibility the services under the original agreement were completed as follows: Phase I—Alternative Analysis & Preliminary Engineering Services Phase II—Surveying, Basemapping, Design Report&Environmental Documentation Phase III - PS&E Design Services The final phase of the project was described within the original agreement as follows: Phase IV - Construction Observation & Administration Services The overall objective of this document is to supplement the East Marine View Drive project to provide construction observation and administration services.
