The rates became effective on January 1, 2002. A recent market analysis indicates that City swim and facility rental rates are substantially below market rate for other area pools and rental facilities. While rates have not been adjusted during this time,maintenance and operating costs continue to escalate. For example, the net government subsidy to operate the Forest Park Swim Center last year exceeded$500,000. Three public forums were provided to inform and solicit feedback from the community regarding rate • adjustment alternatives. The forums were advertised in The Daily Herald; flyers were posted at the swim center, and more than 500 e-mails were also sent out to swim participants. The Parks Board of Commissioners and Council Budget Committee recommended approval of revised rates (as reflected in the attached resolution). The annual revenue increase is estimated to be approximately$23,000 in 2008. The recommended fee structure is consistent with the department's strategic plan, adopted by City Council on March 21, 2007.
