The <br /> rates became effective on January 1, 2002. A recent market analysis indicates that City swim and facility <br /> rental rates are substantially below market rate for other area pools and rental facilities. While rates have not <br /> been adjusted during this time,maintenance and operating costs continue to escalate. For example, the net <br /> government subsidy to operate the Forest Park Swim Center last year exceeded$500,000. <br /> Three public forums were provided to inform and solicit feedback from the community regarding rate <br /> • <br /> adjustment alternatives. The forums were advertised in The Daily Herald; flyers were posted at the swim <br /> center, and more than 500 e-mails were also sent out to swim participants. The Parks Board of <br /> Commissioners and Council Budget Committee recommended approval of revised rates (as reflected in the <br /> attached resolution).
