3 <br /> RESOLUTION NO. <br /> A Resolution establishing the limits of one 20 mph school <br /> speed limit zone and revising limits of another 20 mph school <br /> speed limit zone adjacent to Horizon Elementary School. <br /> Whereas, RCW 46.61.440(2) gives incorporated cities the authority to establish school <br /> speed zones on highways bordering schools, in which zones it is unlawful for a person to <br /> operate a vehicle at a speed in excess of twenty miles per hour; and <br /> Whereas, the City's Transportation Advisory Committee has reviewed the issue of the <br /> new and revised 20-mph school speed-limit zones and recommends the establishment of <br /> a school speed a zone along West Casino Road adjacent to Horizon Elementary School, <br /> as well as the revision of the limits of an existing school speed zone on 5th Avenue West; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> OF EVERETT that a 20-mph school speed-limit zone be created along West Casino <br /> Road, from 300 feet west of 5th Avenue West to 300 feet east of the existing school <br /> crosswalk traffic signal. <br /> AND BE IT ALSO RESOLVED, that the existing 20-mph school speed-limit zone along <br /> 5th Avenue West be revised to extend from 300 feet north of the West Casino Road traffic <br /> signal to 300 feet south of the school crosswalk at 85th Place S.
