A <br /> EVERETT CITY COUNCIL <br /> RESOLUTION NO. <br /> A Resolution Denying the request of David Flake To Amend —1-• <br /> Comprehensive Plan Land Use Map From Single <br /> Family Detached (1.2) To Single Family Attached (1.4) <br /> And Rezone From R-1 (Single Family) To R-2A <br /> • <br /> (Single Family Attached),For A Property Located <br /> East Of Evergreen Way, North Of McGill Avenue. <br /> WHEREAS, the City Council finds the following: <br /> 1. The City of Everett adopted its Comprehensive Plan in August, 1994, in conformance <br /> with the Washington State Growth Management Act; and <br /> 2. The Growth Management Act, codified as Chapter 36.70A, allows for comprehensive <br /> plans to be considered for amendment on an annual basis; and <br /> 3. The City of Everett initiated its 2006 annual comprehensive plan amendment process <br /> in July, 2006; and <br /> 4. The proposed action is to amend the Comprehensive Plan Land Use Map From a <br /> Designation of Single Family Detached(1.2)to Single Family Attached (1.4) and rezone <br /> from R-1 (Single Family Detached)to R-2A(Single Family Attached); and <br /> 5. The Planning Commission held a workshop on the matter on February 20, 2007 and a <br /> decision public hearing on May 15, 2007, at which time they heard from the applicant, <br /> citizens and staff and considered various aspects of the proposal; and <br /> 6. On May 15, 2005, the Everett Planning Commission recommended City Council <br /> deny the application. <br /> 7. During it's discussion of the proposed action,the Planning Commission expressed <br /> concerns about impacts from off-site spill over parking, proposed density, adding <br /> additional traffic in an area that is already a concern, poor drainage in the area, and <br /> compatibility of the project with neighboring properties, as designed. <br /> 8. The evaluation criteria for an amendment to the Land Use Map of the Comprehensive <br /> Plan include the following: <br /> • The proposed land use designation must be supported by or consistent with the existing <br /> policies of the various elements of the comprehensive plan. <br />
