ORDINANCE NO. <br /> AN ORDINANCE amending Section 1 of Ordinance No.202.1-94,as amended,.the City of <br /> Everett Comprehensive Plan, adopting amendments to the text related to the 2006 docket items, <br /> and completing the 10-year update required by the Growth Management Act. <br /> WHEREAS, the City of Everett on August 3, 1994 adopted the Everett Growth Management <br /> Comprehensive Plan;and <br /> WHEREAS, the schedule established by the Growth Management Act in RCW 36.70A.130(4) <br /> mandates that each city in Washington take action to review and, if necessary, revise its <br /> comprehensive plan to ensure compliance with the Growth Management Act; and <br /> WHEREAS,the Growth Management Act allows for comprehensive plans to be amended on an <br /> annual basis; and <br /> WHEREAS, the City of Everett initiated its 2004 annual comprehensive plan amendment <br /> process in July, 2004, which included consideration of the 10-year update to the Comprehensive <br /> Plan;.and <br /> WHEREAS,on July 27, 2005 City Council adopted Ordinance No. 2855-05, the 10-year update <br /> of the Everett Growth Management Comprehensive Plan,which included the Phase 1. update to <br /> the Transportation Element,with a more comprehensive update to the Element planned for the <br /> next docket cycle; and <br /> WHEREAS,the City of Everett initiated its 2006 annual Comprehensive Plan amendment <br /> process in July, 2006, which included consideration of Comprehensive Plan map designation <br /> amendments,text changes and rezone applications; and <br /> WHEREAS,the 2006 docket for Comprehensive Plan amendments included.Phase 2 <br /> amendments to the Transportation Element to complete the 10-Year comprehensive update. <br /> addressing 2025 transportation needs as required by the Growth Management Act; and <br /> WHEREAS,the Everett Historic Commission submitted a letter requesting that the Planning <br /> Commission sponsor an amendment to the Urban Design and Historic Preservation Element of <br /> the Comprehensive Plan to further protect the Donovan Historic District from expansions of non- <br /> residential uses east of the District; and <br /> 19 <br />
