This corridor is a Highway of Statewide Significance, a Strategic Freight <br /> Corridor and a major transit corridor with three agencies providing transit service(King County Metro, Community Transit <br /> and Everett Transit). In recent years,traffic congestion in the corridor has become a serious and growing problem. The <br /> current Level of Service ranges from LOS D to E, depending on the segment. During peak periods, bottlenecks at some <br /> intersections within the City of Everett cause traffic to back up for approximately three signalization cycles. Over the next <br /> 20 years, traffic volumes are expected to increase by 47%and the LOS is expected to degrade to a point where a majority <br /> of the corridor will be operating at LOS F. There are expectations that public transportation will help meet future corridor <br /> travel demand; however, the existing system lacks the capacity, speed, reliability and continuity of service to downtown <br /> Everett to fulfill those expectations. <br /> Summarize how the proposed Grant Project addresses the problem and improves the congested <br /> corridor/situation. <br /> This project is an essential component of the Swift Bus Rapid Transit project being developed by Community Transit. <br /> Swift will run approximately 16.7 miles along the SR99/Evergreeen Way/Rucker Avenue corridor from the Aurora Village <br /> Transit Center in King County to Everett Station. It will ultimately interconnect with King County Metro's SR99 RapidRide <br /> project that will provide bus rapid transit service on SR99 from the Seattle CBD to Aurora Village. Swift is being developed <br /> based on frequent, limited-stop, all-day bus service using higher-capacity buses; rail-like passenger stations; the latest in <br /> ITS technologies; transit signal priority; business access transit lanes; plus the installation of off-board ticket-vending <br /> machines to increase transit capacity, speed and reliability in the corridor. The project will eliminate the existing service <br /> gap to downtown Everett and substantially improve the person-carrying capacity and transit service quality along the <br /> corridor. <br /> Summarize how the grant funds will be used. <br /> The project will provide funding to design and construct the northern terminal at Everett Station for Community Transit's <br /> SR99("Swift") Bus Rapid Transit line. The preferred location is adjacent to Everett Station at 33rd Street between <br /> McDougall and Smith Avenues. An alternate site located on 32nd Street between McDougall and Smith Avenues is also <br /> under consideration. The work will include reconfiguring the existing roadway, sidewalk, landscaping and utilities at the <br /> existing site to accommodate a new transit terminal consisting of 2—4 BRT bus bays, bus shelter, lighting, landscaping, <br /> real-time bus arrival signs, off-board ticket vending machines and other station amenities to support the new BRT. <br /> Estimate on an annual basis the project's reduction in vehicle miles traveled (VMT); reduction of vehicle trips; and <br /> as applicable reduction in person hours of delay. <br /> Vehicle Miles Traveled(VMT) Reduction Vehicle Trip Reduction Person Hours of Delay Reduction <br /> 8,036,800 Year 803,680 Year 175,200 Year <br /> *At full utilization.
