RESOLUTION NO. 4648 A resolution expressing support for Referendum 49, a statewide ballot measure funding $2.4 billion of state highway and transportation improvements including Everett Transit, and funding for local criminal justice and local sales tax equalization. WHEREAS, the Washington State Legislature approved legislation sent to voters as Referendum 49, which provides $2.4 billion for state highway improvements, freight mobility projects, local criminal justice funding, sales tax "equalization" for smaller cities, and other funding measures; and WHEREAS, ongoing serious transportation congestion and delays, freight mobility and transit limitations, and highway safety issues adversely impact the state in general and Everett in particular; and WHEREAS, continued growth expected for Everett, Snohomish County, the Puget Sound region and the state as a whole will exacerbate these problems if no immediate action is taken; and WHEREAS, some of the key highway and transit components of Referendum 49 expected to benefit Everett over the next 10 years are as follows: I-5 HOV lane extension and auxiliary lane - SR 526 to US-2 -- $62.1 million; I-405 HOV lane extension - SR 527 to Swamp Creek -- $32 million; SR 525 ("Mukilteo Speedway") improvements (I-5 to 99, 99 interchange, 99 to Paine Field Blvd.) -- $57.5 million; SR 527 ("Bothell-Everett Highway") improvements, 132°d to 112th -- $9 million; California Street Overcrossing for Port of Everett -- $5 million; 38th Street Overcrossing/Riverfront Parkway/RR grade crossings -- $8 million; East Marine View Drive - Broadway to I-5 improvements/truck route -- $3.05 million; and WHEREAS, Referendum 49 also contains a critical "fairness" component for Everett - the inclusion of Motor Vehicle Excise Tax (MVET) funds for Everett Transit; and WHEREAS, Referendum 49 provides funding needed for high-occupancy vehicle lanes necessary to an effective Sound Transit system; and WHEREAS, the referendum does not require nor include any tax increases and in fact provides a modest reduction in the Motor Vehicle Excise Tax;
