1100. <br /> RESOLUTION NO. 4648 <br /> A resolution expressing support for Referendum 49, a statewide ballot measure <br /> funding $2.4 billion of state highway and transportation improvements including <br /> Everett Transit, and funding for local criminal justice and local sales tax equalization. <br /> WHEREAS, the Washington State Legislature approved legislation sent to voters as <br /> Referendum 49, which provides $2.4 billion for state highway improvements, freight <br /> mobility projects, local criminal justice funding, sales tax "equalization" for smaller <br /> cities, and other funding measures; and <br /> WHEREAS, ongoing serious transportation congestion and delays, freight mobility and <br /> transit limitations, and highway safety issues adversely impact the state in general and <br /> Everett in particular; and <br /> WHEREAS, continued growth expected for Everett, Snohomish County, the Puget <br /> Sound region and the state as a whole will exacerbate these problems if no immediate <br /> action is taken; and <br /> WHEREAS, some of the key highway and transit components of Referendum 49 <br /> expected to benefit Everett over the next 10 years are as follows: <br /> I-5 HOV lane extension and auxiliary lane - SR 526 to US-2 -- $62.1 million; <br /> I-405 HOV lane extension - SR 527 to Swamp Creek -- $32 million; <br /> SR 525 ("Mukilteo Speedway") improvements (I-5 to 99, 99 interchange, 99 to Paine <br /> Field Blvd.) -- $57.5 million; <br /> SR 527 ("Bothell-Everett Highway") improvements, 132°d to 112th -- $9 million; <br /> California Street Overcrossing for Port of Everett -- $5 million; <br /> 38th Street Overcrossing/Riverfront Parkway/RR grade crossings -- $8 million; <br /> East Marine View Drive - Broadway to I-5 improvements/truck route -- $3.05 million; <br /> and <br /> WHEREAS, Referendum 49 also contains a critical "fairness" component for Everett - <br /> the inclusion of Motor Vehicle Excise Tax (MVET) funds for Everett Transit; and <br /> WHEREAS, Referendum 49 provides funding needed for high-occupancy vehicle lanes <br /> necessary to an effective Sound Transit system; and <br /> WHEREAS, the referendum does not require nor include any tax increases and in fact <br /> provides a modest reduction in the Motor Vehicle Excise Tax; <br />
