RESOLUTION NO. 4624 <br /> A RESOLUTION DESIGNATING SNOHOMISH COUNTY AS A LEAD ENTITY <br /> FOR PURPOSE OF APPLYING FOR FUNDS UNDER <br /> CHAPTER 246, LAWS OF WASHINGTON, 1998 (ESHB 2496) <br /> WHEREAS, Chapter 246, Laws of Washington, 1998 (Engrossed Substitute House Bill <br /> 2496) calls for cities, counties, and tribes to jointly develop salmon habitat restoration <br /> projects; and <br /> WHEREAS, state operating budget provisions passed as a companion to Chapter 246, <br /> Laws of Washington, 1998 (ESHB 2496) also provides funding for salmon habitat <br /> projects; and <br /> WHEREAS, in response to the passage of this legislation, the State Department of Fish <br /> and Wildlife has issued grant-application deadlines for commencing work related to <br /> salmon habitat projects; and <br /> WHEREAS, the State Fish and Wildlife application deadline for the funds is July 17, <br /> 1998; and <br /> WHEREAS, in order for the grant application for funds to go forward, both ESHB <br /> 2496 and the Fish & Wildlife application guidelines stipulate that a lead entity be <br /> designated; and <br /> WHEREAS, it is also necessary under ESHB 2496 to designate a boundary within <br /> which habitat-project selection will take place; and <br /> WHEREAS, there has been a general consensus that for Everett, Snohomish County, <br /> and cities within Snohomish County, Watershed Resource Inventory Area (WRIA) No. <br /> 7 - the Snohomish River Basin - is a logical area within which to conduct the <br /> aforementioned habitat-project selection. <br /> NOW THEREFORE, THE EVERETT CITY COUNCIL DOES HEREBY <br /> RESOLVE: <br /> 1. That Snohomish County is the appropriate entity to be administrative lead for <br /> purposes related to ESHB 2496. <br />
