RESOLUTION NO. 4622 <br /> A Resolution Adopting Modifications to the Historical Overlay <br /> Zone to allow the infill development at 1931 Rucker Avenue. <br /> WHEREAS, the City of Everett adopted the Rucker Grand Historical Overlay <br /> Zone Standards and Conservation Guidelines by Ordinance No. 1923-93 <br /> effective February 7, 1993; and <br /> WHEREAS, one of the goals of the Historical Overlay Zone is to maintain a <br /> consistent streetscape and one of the elements used in the guidelines to <br /> determine consistent streetscape is distance of the front of the house from the <br /> sidewalk; and <br /> WHEREAS, the other homes that front on 20th Street, as this dwelling will, <br /> have zero setback or less so that the 10 foot setback required by the zoning <br /> code would result in an inconsistent streetscape; and <br /> WHEREAS, the Everett Historical Commission held a public hearing on April 8, <br /> 1998 and unanimously approved the design, height and placement of this <br /> dwelling. They further congratulated the property owner for an outstanding <br /> design that will serve as a model of what the Commission hopes to see as infill <br /> construction in the Historic District; and <br /> WHEREAS, the Planning Commission held a public hearing on May 19, 1998, <br /> and found: <br /> 1. The proposed modifications of setback and height are consistent with the <br /> goals of the Historical Overlay Zone. <br /> 2. The proposed modifications bear a substantial relationship to public health, <br /> safety and welfare. <br /> 3. The proposed modifications promote the long term interest of the Everett <br /> community in the preservation of the historic character of the Rucker Grand <br /> Historic Overlay District. <br />
